SocioEc PCE Baseline Report (Texas Only)

The SocioEC PCE Baseline Report provides text and data addressing the Texas Department of Transportation's Standards of Uniformity (SOU) for Socioeconomic Resources for both Non-Added Capacity and Added Capacity Programmatic Categorical Exclusions.

An organization preparing a Programmatic Categorical Exclusion would select Census blocks and block groups in Cubit Planning's SocioEc PCE Baseline Report application, and the application will generate project specific data and text that can be cut and pasted into the NEPA document.

The SocioEc PCE Baseline Report includes the following:

  • Identifies the project area
  • Race, ethnicity and income data
  • Transportation mode data
  • LEP indicators data
  • An analysis of the diversity of the project area blocks versus the block groups
  • Clear statement indicating environmental justice groups
  • Suggested text based on TxDOT's SOU for Socioeconomic Resources
  • Example Text for Community Cohesion and Travel Patterns
  • 2008 Department of Health and Human Services poverty threshold
  • Definitions of EO 12898, EO 13166 and disproportionate impacts
