
This article from the Louisana newspaper, The Advocate, describes the pain of the U.S. Army Corps of Engineers‘ system for building levee and coastal restoration projects. “It can take up to 40 years to go through the process….” says Garret Graves, the director of the Governor’s Office of Coastal Activities.
One suggestion to streamline the process is to allow an alternative way to complywith NEPA. However, a good NEPA process might have lessened the environmental damage caused by the navigation channels.
